Olshansky and Johnson (Nov. 2008). Improving Post-Disaster Recovery: Initial Thoughts for New Administration. (unpublished paper, 7 pp.) Thoughtful summary of recovery findings and
advice to the new administration from two experienced field researchers. Although aimed at needed changes at the federal
level, there are some useful nuggets of advice for local officials
in there as well.

Lui, Amy (Brookings). March 3, 2009. Fema's Gulf Coast Rebuilding Efforts: The Path Forward. Testimony to subcommittee of House Committee on Homeland Security. She provides an excellent
analysis
of the intergovernmental relations component of recovery
and offers some original suggestions. One might argue with them,
but they are well worth considering.
