Quarantelli, and R. Dynes. (NY: Springer); pp. 234-274. Provides an excellent summary of U.S. recovery research, a detailed problem analysis, and a proposed new approach.

This is a very comprehensive and thoughtful collection, but the contents are dated.

Since I do not know who prepared it, when or why, it is of limited value. The rationale for the selected documents and the intended audience would be useful to know. It would benefit from some categorization and organization by topic.
